When hovering over it hold down your right-click button. It should show the second window that states a 15% critical rate increase and a 5% minimum critical damage increase.

It's not untradeable upon equipping, but it can only be traded within your account once, then it becomes completely untradeable.

Wait, does that mean that I can keep it equipped on my Zero for as long as I want without consequence? Does this also apply to the Pivotal Explorer ring?

If you're wearing a ring in the top left spot it won't show the crit/set eff related information.
