I did some testing in the summer and it looks like it can, or at least, you can stack attack speed buffs beyond 0, which I figured must make it go down to -1, -2, and so on.
[MENTION=10351]MountLag[/MENTION]; just tested it, and you're right! I think they must've changed that with the little Battle Mage revamp with/before RED, since I'm sure it was just -1 before.
