Unless you play with sub-double-digit latency, yes it's not going to be very observable for those 5-10 second cooldown skills. However, Time Holding will reset the cooldown of Time Rewind while providing yourself with 15 seconds of invulnerability, so the Time Rewind-Time Holding combo is extremely strong. Couple that with the fact that Time Holding has a cooldown of only 180 seconds before Mercedes' card... yeah.

Spadow showed a video of Zero killing Arky when Zero was released in KMS, and brushing aside several consecutive screen crashes. It felt odd to me that he could use Time Holding so often until I figured out what was going on.
