Can you explain why? Since 1h weapons are usually faster attacking speed and shield's are "secondary weapons" so they can get weapon like potential, right?

Rosaries get weapon potential, too, and 2h weapon multiplier is higher than 1h. The speed difference is supposed to make up for that (1h are generally faster than 2h), but if you have enough attack-speed modifiers you can get to faster(2) and beyond even with a 2h weapon.
