I think they did, I didn't really pay attention to it while I was grinding on Tespia but when I looked at my char for the first time it already had a lot of Honor (before I used any Medals), so I think you get it while getting regular exp now?
I can't comment on the droprate of Medals (lolTespia) but they definitely nerfed them, I only got like 1~5 per
They reset Honor exp for this Tespia patch so I'd assume they'd do it in the real patch too.
