I'm guessing recovery measures are more cost effective than preventative measures at Nexon.

I think that's true more often than not in other industries. I know that the cost of dealing with all possible lawsuits in the auto industry in the case of manufacturer defects is significantly less than issuing recalls and whatnot, depending on the malfunction.
