I think its more like, he thought their world was so rotten bringing her back would be more of a bad thing than a good one, otherwise he just looks like a selfish bastard.

As for his Rinne tensei, if Nagato could revive hundreds of people, I'm sure Obito could have done it too.

All the people who he revived had only been dead for hours, if that. I'm pretty sure Obito specifically said reviving Madara would kill him.
