The problem is they've been doing this for years with the anniversary scrolls. "Scroll for One-Handed Weapon", "Scroll for Two-Handed Weapon", "Scroll for Armor". Only positive is instead of having these types of scrolls be event limited, they'll be around all the time.

It's already been mentioned that players have been wanting to share their CS stuff with other classes on their account, but instead of going the way JMS did and just unifying all inventories into one, they're adding a system to "temporary" share said CS stuff with other classes.
Maybe I'm just grumpy or I expected too much from Nexon. They want the game to be "Super less P2W" and the changes they're proposing doesn't seem to aim in that direction and instead only slightly reduce the gap once again, or accidentally widen it even more.
Obviously it's only my first impressions so things can / may change as we get more information.
