Obtw Dusk, it's still worth leading in with FT+IS.

Neutral mob:
FT = 360% + 360% * .1 * 7 = 612%
IS = 320%
FT+IS = 932%
Torpedo = 780%
FT+IS > Torpedo

932 - 780 = 152% difference
152%/(360% * .1) = 4.222 seconds' burn worth of difference

So if FT burns for at least 3 seconds, it's worth using before Torpedo spam.
