Why do you think they get into accidents at young ages? Yea, part of it is a less developed brain, but most of it is lack of experience. Raise the age to 30 (an extreme to prove a point), and I guarantee the portion of 30-32 year olds who get into accidents won't differ from the current portion of 16-18 year olds by much. Might even be higher since drinking is legal at that age.

If most of the accidents are by teens under the influence, the age has almost nothing to do with it: Raise the drinking age, not the driving age. Make stricter enforcement of it, and harsher punishments to people who sell the drinks in the first place.
