No. Carrion Breath is terrible. Demon Impact is double its DPS before accounting for weapon speed, boss damage, and defense ignore. And like you said, you can't use Cerberus while using Carrion Breath.

Would Carrion Breath win in hits/s though? Assuming both DI and CB hits 50mil / line
