I think only two simple changes are needed to make potential good for the game.
1) Remove the rare tier for regular potential completely. Keep rare rank for bonus potential and maybe increase rates it appears on new gears. This helps the unfunded massively because rare has always been nothing but a hurdle to cross, and it makes getting good equipments a lot easier if things always reveal epic without having to risk using a scroll to get there.
2) Implement the weapon point system that zero has to the rest of the game. Cubes won't cost anything and will still bring you to legendary, but a lot of cubes will still cost what it does since weapon points will be limited. Cubes become the shortcut it should have always been, while all it provides will be a large amount cheaper if you have the dedication for it. Bonus potential reset not available, or occult cubes for bonus potential should be made.
