It took me perhaps 30 for my Horsea (in total, over 3 different attempts) and around 50 for my Clauncher (in one attempt)

It seems to be a realllly good chance of getting these shinies, so you must just be getting unlucky. Having a SUPER HIGH chain (100+) doesn't seem to increase your odds by any large amount, so take a break and do it casually. Horsea showed up after a chain of just 7. Reset your chain if it's annoying you Tongue

EDIT: After typing this post I decided to do some chain fishing, since I haven't done it in a while. After a chain of 20 or so, I fish up this:
