40% CDR puts this at 5.4 second cooldown with 2 seconds of uptime - ie 37% uptime on a suped up Jax E. Should've been an immediate and glaringly obvious clue that this was not legitimate.

Need I comment? I'd assume this was intended even in a best case to say 280 damage over 2 seconds, but likely not.
2 second knockup for 16 cd isn't all that bad...maybe...
