Those scrolls are amazing for level 50-. Not only are they cheap, but the accuracy you gain from them is extremely helpful when your options for accuracy are limited. You don't get ~40 accuracy from a ZHelm, and unless you are very funded, you probably don't have a lot of accuracy coming from your overall and shoes yet. Not to mention having 130+ accuracy with less than 20 base dex is pineappleing godly in CPQ.
The accuracy scrolls only sacrifice some damage. They provide some secondary stat (accuracy) for Warriors.
After level 50, when your options for equipment open up, and most people start being able to wear the majority of their funded gear, accuracy is no longer as hard to come by and it helps more to get damage.
