Even if they did, what good would it do? If they lose their status then that's it; it ends there. If they manage to convince someone, well then what? How much further do you think it's going to go before it falls short?
The command hierarchy is ridiculously long when it comes to Nexon. It would be nearly impossible for a Volunteer with a privileged line of connection to get something all the way overseas. Sure, from our perspective, it's an esteemed title, but when it comes down to business they are peons of peons.
All the same I will still fault them for not trying.

I can't really blame the volunteers. They don't want to lose that privileged connection they have with Nexon by telling them to really make changes.
