Horntail not appearing when I enter

I keep having this issue where I can't fight ht. Every time I enter, the "stone" that you're suppose to hit and summon ht doesn't seem to appear. I'm wondering if this is a glitch or am I doing something wrong? =/

Edit: This is normal ht btw
