I've read around various forums, but I'm pretty sure Eevee is a third. Some of them are just really picky and maybe my own oddness on giving out my FCs. There's always a bunch of people looking for Eevee safaris, but not enough people willing to give them out.
On the bright side, getting one from the GTS might be better. The one I got came from Japan, so I hope breeding with one can net me a shiny Eevee.
