Pokémon X and Y Playthrough Discussion

*crosses fingers for Feebas*
I keep getting this feeling that he is catchable, just really rare like past games, despite Serebii listing him as an uncatchable-mon in the game.

As far as I can tell, there are no national dex pokemon available in the game itself, other than the Friend Safari. If Feebas WAS available, it would have to be in the Kalos dex, which it isn't.
