Question regarding APQ restrictions.

You get your ticket but you can't APQ because he hasn't activated the 2nd part yet which is how the game decides whether you can go in.

@Stereo: Can you further explain the mechanism by which "the game decides whether you can go in"?
Something makes me feel Resonance's explanation was nearly, if not exactly, correct, still, it's not very in-depth for a humble brain like mine to grasp.

My theory:

There are 2 required courses of action to enter APQ:
A/ Making a ticket (Talking with Amos until the last chat box appears)
B/ Registering that you're qualified for an APQ ('accepting' Amos' last chat box) => apparently can only be achieved by completing event A

At this point, we can understand why a foreign ticket doesn't qualify.

Once event B has taken place, both events A and B falls under the 6-hr-restriction's effect, meaning:

• you can't make another ticket before the next 6 hours have elapsed, and
  
• The previously made ticket (or more precisely speaking, your previous registration) gets disqualified.

this explains why we can't apq 3 times in a row, because when you make your 2nd ticket, your 1st-ticket registration gets cancelled.

Thus, entering APQ (or using the ticket) itself doesn't reset anything in particular. It's the moment that you register yourself for APQ that matters. Once you complete that action, you'll have to wait 6 hours before you can:
- make another ticket, and
- register yourself again.
