While Soraka may not be top tier in teamfights, she's definitely not THAT useless.
Building AP on some supports isn't always bad thing, but really depends what the team needs/wants as well IMO. Many just don't understand how powerful wards are. A lot of times when they go AP, they tend to sacrifice too much warding for AP. Can't even count how many times I've had Zyra/Nidalee support think/say Plants/Traps are enough and just go full on AP. I mean at the very least get a few wards for primary ward locations [though I'd say Philo(and/or Kage) + SS at the least in laning.]
TBH, EVERYONE should be warding, not just Supports. Even on ADC I get wards sometimes if I'm not too strapped on gold or if I feel I need to.
