Well the quests that gave them out were pretty difficult if I recall, that and I think it was only like 3-4 that gave out, and only 2 of those gave you a choice. None the less you're right. The problem with that comparison is that, you could still get the same stats a 30 gives or a 70 gets, with a lesser chance, they were affordable for the most part. Most equipment was considered "end game" if they had 3 30's that worked, that's not exactly impossible for those who played, especially when items that were obtainable had an actual value.

When ITCG came out, it started pushing it, but not to the point of overwhelming the average player, as stereo said.
