Dark Scrolls have been able to be obtained as quest rewards for years. Plus, up until certain cash items came about that allowed customers to subvert the laws of nature of the game, they were also technically "25% item destruction scrolls" for the 30% and "15% item destruction scrolls" for the 70%; so you'd have to be insane to use them more than maybe once or twice on an item.
