30%s were (and probably still are) gach only and were the only reasonable way to get any nicely scrolled gear. I think White Scrolls were always gach-only too.

They weren't necessary in the way cubes are, but they were the only upgrades available so people paid for them.

Stormcasters and Facestompers used iTCG codes for the important pieces, so you had to pay for TCG set.

The difference really is just that now an unfunded player has a 30k range and the most funded player has 2 million. Previously they'd be maybe 4k and 15k.
