There is absolutely no difference, in terms of having the ability to potential an item, between 0 slots, no slots, and unlisted slots as a part of their base stats, according to the data. You cannot potential them unless they happen to be from a category that is an exception, those being secondary weapons or emblems, and technically the Crusader Codex, but you don't really potential that yourself.
