If you're talkin about the only a certain number of people able to sign up after a patch/sc, I think they announced it as an intended change like a year after it started lol
The real sad part about all of this is that Nexon has stepped up their game in terms of catching hackers and keeping the larger ones away from the game, and most hackers are beginning to become discouraged because of this and the fact that their program creators no longer care for this game anymore, and yet the game seems to be getting worse because of the lackluster content that they're spewing from their asses.
