Guys, as much as I hate Nexon, I have to admit, this is happening with all or most MMOs. If you get caught making a private-server for WoW, assuming that you 'chose' to host it online, you can get fined too. It's not just Nexon, it's starting to happen with most MMOs.
The only MMO I can think of that this hasn't happened with is Phantasy Star Online ver. 1 / 2 / Blue Burst because their MMO for all 3 of these versions was shut-down completely, and Phantasy Star Universe is the new MMO. So people wants to re-play the older ones, and apparently, Sega isn't going to do much about it, because quite frankly, they don't care.
Then again, unlike most private-servers from other games that I've witnessed, on the one that I play on PSO, the drop-rates were the same as the official-game, and the EXP needed to level seems slightly higher, or the monsters gives 'less' EXP. Exact opposite of MS p-servers, eh?
