Most conventional top laners don't give me any real trouble. I figure the best champions to use against her are ones that both have a gap closer and are not particularly auto attack reliant. Try Akali, Fizz, Jax, Diana, or Maokai.
Lee Sin and Vlad might seem like good ideas, but they are not. Vlad gets harassed too hard by Harrier autos, and it is no way worth it for Lee Sin to use the second part of his Q if he lands the first; as long as the Quinn player's reflexes are half decent, Lee is guaranteed to take a bird to the face and if you Vault him either while or immediately before he uses Safeguard you end up Vaulting to his new position and then getting a free Harrier proc + an AA or two.
Generally you don't want to go full arpen runes in any situation because it makes it very difficult to last hit.

This doesn't work unless you get snowballed with the help of your jungler. You actually have to reach that point before Quinn gets ahead and a lot of typical bruisers can't do that.
