I think it very much depends on how much you FATE run.
I've tried to avoid it as much as possible. I do FATEs that I encounter, but I haven't spent time JUST doing FATEs until very recently. Honestly it's pretty boring and the grinders get very angry and rude when things aren't exactly how they like them. They're exactly the type of people I try to stay away from. However, if you do only FATEs for a while you get a ton of Seals.
