I've always thought it was a whatever % chance of appearing the first time you visited your farm for the day so you couldn't just spam entries to get it to appear, but maybe it appears right at midnight now?
I used to get it every day at midnight (I was on then because it was the easiest way for me to schedule 3 nurtures - 12am, 8am, 2-6pm). I think if I missed that I got it the first time I was on for the day.
Recently I haven't been seeing it at all,my waru are just piling up.
