most harem stories are usually for the hijinks, and in anime, where they have a small amount of episodes, all you get from it is hijinks. i haven't watched many harem anime because of that, but i can recommend mahou sensei negima (manga) the story starts with a magical 10 year old teacher in an all-female school (see: hijinks) before getting more and more into the dragonball genre. it's been called "dragonball meets harry potter meets love hina"
