The point is that it isn't SUPPOSED to be Megaman. Megaman is Megaman, but this is essentially like an "alternate universe" Megaman if you want to look at it that way. No.9 is supposed to represent Megaman only in spirit, not supposed to be the new thing that "replaces him". Keiji even stated in an interview that he hopes Megaman games will continue to come out so both characters can live on, especially for the fans who'd like more and more of this genre.
