Terraria doesn't set up a LAN the way Minecraft does, though (using seeds). That's how I play multiplayer when it comes to just one or two people, and it's pretty much what a VPN is for in that case.
You don't need a separate server client to do multiplayer on Terraria either if it's just with a few people. I would assume that with the new update, you can just connect with your own IP from anywhere instead of depending on a VPN.
