I mean i find it hard to believe that they had terrible fox/falcos/shieks during melee development considering how easy they are even on casual level. Metaknight is a little more understandable since the learning curve for him is a tad steep imo (some of his moves function totally different from their intention i'm sure, a la down B recovery vs the terrible counter it was meant to be) but some of his moves just give them no excuse (down/up air is way too good given they knew about momentum cancelling which isn't something they could just not know about).
Why do you think the tests are only from the developement team? They only name "records", not where they get them. For all we know, there could already be a team of testers playing with the stuff released on the web, unable to leak all that already "leaked" stuff.
