Well, I can see where you'd get the idea about Cygnus Knight creation, but not necessarily, since the Resistance was buffed a few times and never had character creation disabled (not counting Demon + Xenon). Granted, the buffs weren't as major as Cygnus Knights, but I recall several other classes receiving buffs and having character creation disabled beforehand, such as Aran. The CK update could still happen either way.
As for Nexon America being unpredictable, there's no doubt about that. The UI update, I do remember that, but the max damage modifiers were only mentioned of being in ChinaMS Tespia, and I have no idea about their live server. There was no idea of whether it was planned for GMS, but I doubt it, considering that when the high-damage people begged Girasol not to let it reach GMS, she had no idea what they were talking about.
Bamon's League isn't that interesting to me, but the Sengoku hypers could have been better. It just seemed like they threw darts or flipped coins to decide which skills to buff with hypers, and the active buffs didn't seem very thought out. If GMS made their own version of them, that would be interesting.
