I love it. "Pikachu" is really a name I have grown to love. And I must say I prefer pokemon saying their names, instead of making those weird cries. I agree that being able to pronounce a name should be a feature accessible to all pokemon. But if it turns out that only a fortunate few are able to do it, Pikachu should definitely be amongst them.
Why? Nintendo use him as a marketing tool. Alot of people, myself included, have loved that fat mouse since he was introduced in the first episode of the pokemon anime. I guess giving him and other 1st gen pokemon some special privileges, is a way of attracting the older playerbase.
To me, Pikachu is not just a pokemon, but the first and only fictional character I ever bonded with. Forget Ash and his two stalkers. Pikachu was a lone wolf, stubborn and cruel.
But they made him a dynamic character, changing and evolving(; not to be confused with pokemon evolution). By the time I stopped watching Pokemon, right before the 3rd gen, Pikachu had totally changed. He was kind, socially adept and friendly. Since then I have only seen the movies. Yet I think they have managed to keep some of the traits from the fat, funny and loveable creature he once was. But I digress, I'm sorry.
