It isn't actually that terrible once you actually get to legendary since all of the lines you'll get are the absolute best. I got +30 attack (from 19% ignore cooldown) in less than like 20k? It definitely isn't something to invest in until literally nothing else could get you larger gains, and with 22% crit it probably won't make a huge impact on you in the end.
