Well the inner abilities as you most likely know since I've seen you to be a very knowledgeable player much like many others on this site, are set to certain values. The lowest you can go with % boss and % crit rate on a legendary ability is 20% and 30% respectively. I would highly recommend not doing it unless you have no other ways of increasing your damage at the time due to the fact that miracle circulators are too expensive for what they do.
