If I remember, the requirement was a minimum of 3 upgrade slots available.
As for the extra slots, I guess they never fully fixed Hammers on HTP way back. Would assume the person Hammered it twice but never got around to actually Egg-ing those slots.
In your case, you should be able to get it up to a +3 (52 all stats) if it works how I think it does.
