It appears to be total damage. If monsters are at around the same height as you, it's a rather bad skill. I just tried it in MPE, and I got the KFT map. These monsters are too short to be hit by them unless they're at the 400% distance, where the cannon ball hits the ground for the first time. If you want to use it effectively in training, you need to know the map completely. I shot it forward, expecting it to hit the thing 400% away, at around the 300% range, the cannon ball hit a small ledge in one of the trees, causing it to bounce backwards and land behind me. It also disappears if you shoot it off screen.
If monsters are taller, it's no issue though.
