TMS "Legendary Earring" event

What exactly am I looking at? Are those scrolls that increase the cap or is there something else about that Thermometer? I don't see how it adds 2m range unless tht person already has a massive amount of stats and just doesn't have a weapon equipped.

Exactly as per what you said. The weapon is rubbish to start with.
