Hopeful that not many are able to hit the new level cap. That was sort of the point of raising it: so that reaching the end wasn't so pointless that every person in GMS had it completed across 20 different characters. We do have too many benefits EXP wise compared to other versions, so regardless of whatever screw-ups they made during the transition from 200 to 250, I'm glad they're applying this restriction now. Hopefully they'll be able to knock out any "I'll just buy it on my mule and transfer it over" cases early before they start to become prevalent.
In a way, it feels like the best of both worlds. The 200-250 range can be that happy place for those who weren't happy with the relative ease of leveling post-Big Bang.
