The patch notes only list the requirement of being level 30.
In the past they used to say "accounts created before <date>".
I assume they've decided to waive that requirement. You can have as many hearts as you can level characters to 30 in one day.
Better than letting the farmers with 9000 level 1 accounts get them all.

Ah, all is right with the world. Nexon sleeps on the weekend and farming requirements make sense.

Because they realized that rule didn't prevent farming. Certain merchants have hundreds of "skip the tutorial" mule accounts. The "created before <date>" requirement only stopped new people who didn't think of making more accounts ahead of time.
The level requirement requires some work, whether beforehand or on the day of the event. It used to be 13, I think. Now it's 30. It will probably be raised again when Nexon thinks there are too many level 30 mule accounts around.
