Do you have to be certain level to claim it?

I got an old acc with only a level 20 mage and it's not getting it, if I get to the right level, will I get it?

hot time boxes can be opened at level 30, claimed at any level but they expire unopened.

i wanted some things on my wind archer so i had to level her from 10 to 30 in the same day @_@
