[Neo Tokyo] For the 13x+ crowd

ok nice nice nice, really looking forward to this town, if we will ever get it, but a few things are still vague to me:

What is that new beginner skill i heard about? i assume it has a cooldown? what exacly are that stats of it? 5x def/mdef?

also about the new weapons, im sure more people are wondering:
they are lvlupable? so exacly waht do they add when lvlupping? and how many lvls can they go up? is it 3 lvl's like most other timelessweapons? and how much do they add each lvl up? 1-2atk 0-2str 0-2 dex like the timeless stuff? (im talking about the 1h sword now as example)
