Could be. But the first obvious thing that came to mind was that mastery give different WA bonus. At max it is +40wa vs +15wa. Also almost all the individual passive boost alpha with beta having the dmg absorb barrier unique to her. So in a sense alpha has the edge in dps wise, not factoring in attack skills.

For what I get about it right now, you control one, either Alpha or Beta, and you switch between both pressing the tag skills or pressing the skill of that you wanna play with but there's a 3 second cooldown,and while you are controling one, the second one is in automatic mode attacking when you do.
Edit: Now that I think about it, they just need to get rid of the cooldown on the the tag whne you're using skills and balance them both so that they both are equally good at bossing and grinding. Can't be easier to fix in my opinion.
Zero is still a great job even as it is now. I am just being objective about how players will simply stick to the best dps route when presented with choices. This is also something nexon has been trying to remedy as seen with magnus/root abyss. Until there is reason to execute skills depending on circumstances like console game, we will be stuck with a single build. The dps build. Nexon can tweak the values, but that just means we will follow the new chain of skills that give the best dps.
Fooling around and experiencing fully the system of zero will be reserved to hunting noob event mob where you be OHKO no matter what you do.
PS:From some other post, it seems the "tag" skills doesn't require input and switch is automatic when you hit the skills of the other partner.
