Cygnus impressions

Uh, I noticed something weird on maplewiki:

Buff up the character using the power of the sprite. Every time your highest character level rises 10, 1 skill point goes up.

Does that mean if I make a Cygnus on my lvl 12x AM, both the parent and the child will get the level 12 buff? I thought the child would get the level 12 buff and the parent the buff based on the level of the child.
