Sanc does 50x4 every 10 seconds, while Blast in the video was doing 5 to 7x10 per skill use. Pretty sure you can use blast 4+ times within that 10 second CD duration (Technically 13 due to the 2760ms delay).
The new Sanc is only great for training now on boss mob maps but just not for actual bossing.
