Hmmm, blah was hoping they would fix the SP bug with DB 3rd job. Can't spend 'em, can't job advance, can't play the DB. 
Edit: Figured it out, I was able to place points into (3rd job) skills at level 60 (and only after I got the "you cannot job advance without spending your SP" warning)... Bleh.
