See I generally follow quest-lines and such but there's this thing about MS...it isn't WoW you can't level from quest-lines, pq's(raids), and the level guide has you all over the place(which in essence is a good thing) but it takes forever to level.
With a game giving so many +'s at higher levels and mos of the boss fights along with better rewards, that the non-supergodly player will have a hard time with even in groups it just becomes discouraging to play. And even as my guildies have expressed events like this w/ the 50%'s dont help much b/c even when you get a groutogether you still cant do much.
120+ I level at my leisure doing pq's and stuff but if you don't have friends, or have time constraints ppl usually wont go or even b/c it isnt worth it at higher levels. The items are good if you plan to PQ a lot but theres no incentive.
Make the pq longer and harder and then reduce all exp gained from them? Makes people not wanna do em.
Make more spots viable training to get up faster, though Nihal in general always was, make Fantasy Theme a good way to hit 150 for solo players. And make pq's give good clear exp, like DIPQ and maybe even a source of those hard to get items that bosses drop through trade in and maybe in a raid esque way fight the boss for rewards boxes that have the same chance as the boss of the equivalent mode.
(say a Magnus raid/pq had you do a few stages, fight a weaker [maybe no % damage reduction, or only 25% reduction] Magnus at the end, everyone gets aemblem. or something and a box w/ his current drop rate as % chance of getting 1 item and boost his drop rate in the actual boss to compensate and also have a normal and hard mode in the PQ but make it like DIPQ where to get a tyrant you need fragments like the glove and x # of the emblem the hard version drops to redeem. Hey, people would even be happy with just nova. )
